Anyone can report a post

The moderators who receive the report must take the following action.

1. Delete the relevant information or block access, limit information exposure, delete the post 2. Suspend or terminate the poster's account, account ban 3. Restrict monetization such as ad revenue, restrict revenue (in the case of YouTube) 4. Restrict stopping, ending, or recovering financial payments 5. Stop or end all or part of the service, complete closure 6. Mark as harmful content for minors 7. Reject the report

If the post isn't deleted, the reporter can file an appeal.

If the moderators don't comply, they face fines, and if it goes all the way, the site gets shut down.

Article 44-14 (Publication of Reports, etc.) ① Large-scale information and communication service providers shall prepare reports containing the following items and those specified in each item of paragraph 2 at least once every six months and publish them in a manner with accessibility guaranteed by presidential decree.

Large-scale information and communication service providers cannot take measures under Article 14(1) of the "Act on Press Arbitration and Remedies, etc." against press companies, internet news service operators, and internet multimedia broadcasting operators from provisions (1) through (5) of paragraph 3.

However, press companies are excluded.

YouTube cannot delete press company videos.
