The original genetics play a role, but honestly, a significant portion of women have messed-up beauty standards, and that's part of the reason. If you look at princess dolls and female characters in shoujo manga that little girls play with, you'll notice the aesthetics are kind of similar to the meme. That's the 'gorgeous goddess' image they're going for lol
