Election voter rolls are prepared by local government heads based on resident registration records for each election. The issue likely occurred because the voter roll was compiled before updates to resident registrations were processed. Death reports need to be filed by the designated reporter to the relevant authorities, but when a death report isn't filed, the deceased person isn't removed from the resident registry and ends up on the voter roll. Even in these cases, the polling station conducts ID verification and won't allow voting if the person can't be confirmed as an actual registered voter.
