If a manager or operator repeatedly fails to follow orders under Section 2 without justifiable reason...

It's a serious violation of freedom of press, publication, assembly, and association. In fact, communities today have all 4 of those characteristics. It's not just a level comparable to dictatorship, it's "outright dictatorship." The fact that there's a "censorship standard" based on the excuse that "satire and parodies for public interest are allowed" — that's like threading a needle through your nose one way and your ear another — is no different from emergency measures.... The calculation is simply that in these times, everything can be done with a click on the internet, so if they just censor the internet, it becomes convenient for them.....
