Looks like most victims didn't sign off on dropping charges. Combined with how casually they're dodging punishment and making excuses, they'll probably do it again. If there's room for a trial, drag it out for a long time and definitely hit them with punishment. Like instead of 3 years, do 2 years and 11 months or something. If you drag the trial out like 5 more years, that'd probably balance out, right?
