A memorandum of understanding (MOU) digitally signed between the US and Iran has been unveiled. The document is known to include provisions for the US to mobilize a minimum of $300 billion in reconstruction funds for Iran in cooperation with regional partners immediately after signing.

Al Arabiya English, an internet media outlet from Saudi Arabia, obtained and disclosed on the 16th (local time) a memorandum of understanding that the US and Iran are set to officially conclude on the 19th.

The implementation clauses of the memorandum of understanding are structured in two major phases. Phase 1 includes the end of war, opening of the Strait of Hormuz, and lifting of frozen funds, and the content states that once Phase 1 provisions are implemented, Phase 2 negotiations for concluding a final peace agreement will begin.

Articles 1-3 of the memorandum of understanding mention the end of war, prevention of recurrence of hostilities, and principles of mutual respect for sovereignty and non-interference in internal affairs. Through this, they promise to begin "60-day negotiations" for concluding a final agreement (Phase 2).

The document states that the US and Iran will "immediately and permanently end the war on all fronts, including Lebanon" upon signing the memorandum of understanding, and "will not initiate any hostilities against each other going forward, and will refrain from threatening or using force against each other."

In particular, Iran takes responsibility for having Hezbollah end the war, and the US takes responsibility for having Israel end the war and prevent hostilities thereafter.

Additionally, when the memorandum of understanding is signed, the US must lift the maritime blockade ▲ Iran must begin removing technical obstacles and mines within the Strait of Hormuz and ensure shipping levels return to pre-war levels within 30 days ▲ the US Treasury must exempt sanctions on Iranian crude oil, petrochemical products, and their derivatives ▲ the US must enable Iran to fully access frozen foreign assets and funds, etc.

What's noteworthy is that there are 6 clauses in the bilateral memorandum of understanding. Clause 6 contains provisions for the US to secure $300 billion in funding and establish reconstruction and economic development plans together with Iran. While it's not technically war reparations that Iran has been demanding, it's essentially the US transferring Iran's reconstruction funds together with neighboring Gulf countries.

Earlier, President Donald Trump claimed that out of the $300 billion in reconstruction funds to be given to Iran, not a single penny from American money was included. However, according to the memorandum of understanding in question, the US is included in the sources of the reconstruction funds.

Additionally, Clause 10 of the memorandum of understanding stipulates that the US will issue exemption measures on the export of Iranian crude oil, petrochemical products and their derivatives, and all related services including banking, insurance, and transportation from right after the US signs it until the sanctions are lifted.
